ADMM Plus (ASEAN Defence Ministers Meeting) is a multi-lateral grouping of 10 ASEAN countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam) with eight Dialogue Partners (Australia, China, India, Japan, New Zealand, Russia, South Korea and U.S). It is the highest consultative body on defence matters in the ASEAN organizational structure, attended by Defence Ministers of all countries.  Counter Terrorism, Cyber Security, HADR, Humanitarian Mine Action, Maritime Security, Military Medicine and Peace Keeping Ops are seven areas of practical cooperation by ADMM Plus. The 4th Cycle for ASEAN Defence Ministers Meeting Plus (ADMM) Expert Woking Group (EWG) on Humanitarian Assistance and Disaster Relief (HADR) runs from 2021-23, for which Indonesia and India are the co-chairs.

The 17th Expert Working Group (EWG) meeting was held virtually from 24-25 Nov 21 under the aegis of HQ IDS and Chairmanship of Brig Kulvir Singh, SM**, Brig (Op Lgs), HQ IDS, Ministry of Defence. The aim of the 17th EWG in HADR was to build interoperability on HADR among ADMM-Plus countries, empower ASEAN and other regional bodies to support HADR and evolve a comprehensive method on planning, awareness, early warning and mitigation, physical and mental rehabilitation of the victims. A total of 16 member countries participated in the event and presentations on various topics as per the agenda were made by participants from various countries
